      What Is the Forward Capacity Market Credit?

      The Forward Capacity Market (FCM) credit reflects the following:

      • Resource capacity export through import-constrained zone (CETICZ) charges based on resource export capacity megawatts and the interface rate
      • CETICZ charges based on the cleared export or administrative delist bid and the capacity clearing price
      • Charges from failure to cover based on a resource’s capacity supply obligation (CSO), maximum demonstrated output (MDO), and the failure to cover rate
      • Credits or charges from capacity performance based on performance scores during any capacity scarcity conditions (CSC) and the associated capacity performance rate within the obligation month

      Primary provisions for the Forward Capacity Market credit are included in, but not limited to, Market Rule 1, Section III.13.7.

      Who can expect to incur an FCM credit?

      Generation, import and demand resources

      FCM credits are applicable to generation, import, and demand resources that incurred a capacity performance payment or charge, incurred CETICZ charges, or have incurred a failure-to-cover penalty. If any capacity scarcity conditions occur during the month, every CSO resource will have a capacity performance payment included in the FCM credit. The performance payment can be a credit, a charge, or zero, depending on the resource’s capacity performance score. (A resource without a CSO, which has positive performance during capacity scarcity conditions, will also receive an FCM credit equal to its capacity performance payment.)

      The FCM credit line item can be a charge, depending on the combination of failure-to-cover charges, capacity performance payments or charges or CETICZ charges.
