      What is a Market Asset?

      A market asset is represented by a revenue quality meter (RQM) which reports on a consistent and continual basis that allows for wholesale energy, ancillary services, and forward capacity settlement and has a unique identifier provided by 快活app官网. There are three types of market assets:

      • Modeled
      • Non-Modeled
      • Demand Response

      Who Can Register a Market Asset with the 快活app官网?

      Companies who want to participate in the 快活app官网-administered markets must register their assets with 快活app官网 for settlement and other market-related purposes. If you are new to the market, you must complete 快活app官网 participant registration before following the instructions below. All steps must be completed by the person designated as the representative of the Lead Market Participant of the asset.

      Asset Types

      Formal descriptions of each asset type are provided in Section I of the 快活app官网 Tariff.

      Modeled Assets

      All modeled assets are visible and controllable by the 快活app官网 control room through the asset's Designated Entity (DE) Dispatch Location.

      • In order to register a DE Dispatch Location, the DE and/or Demand-Designated Entity (DDE) must: (1) execute a Market Participant Services Agreement or a DE/DDE Customer Agreement as described in the Designated Entity Dispatch Location Guide; and (2) set up at least one security administrator in the 快活app官网’s Customer Asset Management System.

      A Modeled Generator (Modeled Gen) is one or more generating units at a single location that is fully visible and controllable by the 快活app官网’s control room. A Modeled Generator bids into the Day-Ahead and/or Real-Time Energy Markets, contributes to price formation, and therefore dispatched based on price.

      Determination on what should be Modeled

      • A Generator must register as modeled if the facility’s max net output, known as interconnection rights, is 5 MW or greater and/or the interconnection voltage is equal to or greater than 115 kV.
      • If the Generator is between 1 MW and 5 MW, and has an interconnection voltage less than 115 kV, follow the Generator Asset Registration Options Checklist to determine the correct registration choice.

      Interconnection rights depend on how many MWs the facility is allowed to push out to the grid, or the ways in which the facility has contracted to interact with the grid. If you don’t know what the facility interconnection rights are, or if the facility is FERC jurisdictional, work with the facility’s utility or consult with the 快活app官网 Planning department.

      A Continuous Storage Facility (CSF) is an energy storage generator facility that can move continuously and nearly instantaneously between charging and discharging in continuous range of generation and consumption. The asset registration enables simultaneous participation in energy, reserves, and regulation markets.

      An Asset Related Demand (ARD) is a power-consuming asset that settles in the market at the electrically closest network node. It can be an aggregation or a single facility and can be registered to be dispatchable (DARD) based on price.

      Non-Modeled Assets

      A Settlement Only Generator (SOG) is a generator facility with a maximum net output of less than 5 MW, has an interconnection voltage less than 115 kV, settles for energy and/or capacity only, and is not visible or controllable by the 快活app官网’s Control Room. Settlement Only Generators do not make bids into eMarket.

      A Load Asset represents a certain amount of electricity consumption from the wholesale electricity grid, measured in MWs and settles at the zonal price. It may be an aggregation of load or load from a single facility.

      A Tie-Line asset is metered power flow between two Metering Domains that does not settle in the markets. It can be an aggregation of meters or a single tie meter. A Metering Domain is the electrical territory of a distribution or Transmission Company that must balance generation, load, and tie flow.

      Demand Response Assets

      A Demand Response Asset is a facility comprising the demand reduction capability of an individual end-use customer at a Retail Delivery Point or the aggregated demand reduction capability of multiple end-use customers from multiple delivery points.

      Initial Registration Instructions

      Modeled Assets (Modeled Gen, CSF, ATRR, ARD) Registration

      Note: A  Load Asset registered with the 快活app官网 may be recognized as a Generation Information System (GIS) Load Asset and subject to the costs associated with administering .       Asset Modification and Retirement Instructions

      • To transfer ownership share of an asset, the Lead Market Participant of the asset must initiate the transfer in the Customer and Asset Management System (CAMS); please reference our brief training video (10 min), How-to transfer asset ownership using the Customer and Asset Management System (CAMS).
      • To transfer Lead Market Participant or Meter Reader relationships of an asset, the Lead Market Participant of the asset must initiate the transfer in the Customer and Asset Management System (CAMS); please reference our brief training video (12 min), .
        • For Modeled Asset relationship transfers, provide plenty of notice seeing there may be additional requirements that need to be met to allow for the transfers to move forward.
        • For Lead Market Participant transfers, if there is an associated Network Load that will require a transfer or retirement, the entity responsible for the Regional Network Load (RNL) will need to work with the Transmission Owner for the RNL to fill out the Network Load Configuration Change Request form. The Transmission Owner will submit the form via email to 快活app官网 Participant Support (askiso@iso-ne.com) or via the Ask 快活app官网 portal, preferably 5 business days prior to the effective RNL transfer date, or at the most, 45 calendar days following the effective RNL transfer date.       • For any changes to asset administrative data or technical data, contact Participant Support through . Provide as much detail as possible regarding the change. Upon receipt of the Ask 快活app官网 case, the 快活app官网 will provide instruction on how to process the requested change.
      • To retire an asset, the Lead Market Participant of the asset must initiate the retirement in the Customer and Asset Management System (CAMS); please reference our brief training video (12 min), .
        • Before initiating a retirement for a Modeled or Settlement Only Generator asset that is mapped to an FCM Resource, please use the Self-Questionnaire for Retirement of Generator Asset Mapped to a Generating Capacity Resource to determine whether the asset is eligible for retirement.
        • For Modeled Asset retirements, provide plenty of notice seeing there may be additional requirements that need to be met to allow for the retirement to move forward.
        • For retirements, if there is an associated Network Load that will require a transfer or retirement contact Participant Support through .

      Modify Contacts for Modeled Generator Assets

      Modeled Generator Assets are the only asset type in CAMS with associated contacts. To change any of the contacts listed below, a person designated in CAMS as a representative of the generator asset’s Lead Market Participant should submit the request via .

      • “Lead Market Participant” is the generator-asset-level contact who serves as the primary point of contact for the asset.
      • “Market Monitoring, Primary” and “Market Monitoring, Secondary” are the generator-asset-level contacts notified in the event that an asset is subject to mitigation by the 快活app官网’s Internal Market Monitor.
      • “Long-Term Outage (LTO) Coordinator” is the generator-asset-level contact who coordinates, schedules, and communicates planned outages and testing for the generator asset. This contact will be viewed as the point person to receive information pertaining to the applicable generator, as well as forecasted transmission constraints.
