The Mystic Cost of Service supplemental capacity payment is a payment to Mystic resources retained for fuel security based on the resource's capacity supply obligation (CSO) and the difference between the resource's cost of service (COS) agreement approved by the Federal Energy Regulatory Commission (FERC) and market revenues.
