      Project Overview

      Transition to five-minute settlement interval implemented: 03/01/2017

      Allow the option to submit five-minute meter readings implemented: 08/01/2017

      Apply the five-minute interval settlement to regulation capacity and regulation services implemented: 12/01/2017

      快活app官网 adapted the settlement interval from hourly to every five minutes to incentivize quick responses to dispatch instructions. Generators, load resources, and external transactions are settled every five minutes for Net Commitment-Period Compensation (NCPC) and the Real-Time Energy Market, Regulation Market, and reserve markets. The new settlement intervals implemented under the SHS Project prompted the following changes.

      • Meter readers continued to submit hourly data values to the 快活app官网 at the March 1, 2017 go-live. New “profiling” methods are used to calculate five-minute interval generation and load megawatt-hour (MWh) for meter readers that continue to submit hourly data values.
          • Generator telemetry is used to “profile” generation MWh by applying the hourly RQM to the intervals in which the resource is generating.
          • Load is calculated by “flat profiling” the hourly RQM to be the same output level for all five-minute intervals.
      • Beginning August 1, 2017 the 快活app官网 introduced the option to submit five-minute meter readings. This option is reliant upon the host participant meter reader’s authorization the change from hourly submittals to five-minute submittals. The option to submit five-minute meter reads is a permanent decision. Once the five-minute meter reading submittal option has been initiated the submittal interval cannot revert back to hourly.
          • The meter-reading UI was upgraded with enhanced display features to support submission and retrieval of five-minute revenue-quality meter (RQM) reading.
          • Meter readers submitting meter read uploads for FCM distributed generation DR assets
              • Via CSV files do so using the new FCM Demand Assets tab in the user interface. Refer to the 12/8/2016 materials in the Participant Training Opportunities for details.
              • Via XML files referred to the Technical Documentation, Rules, and Procedures section for documentation detailing how to update their web services.
          • CSV formats for five-minute data and XML code was updated to use Greenwich Mean Time (GMT).
          • Meter readers may choose to submit compressed GZIP files written in or compressed with a GZIP tool.
          • Meter reading HTML client programs used for data-scraping were required to be converted to use XML RESTful web services.
      • Owners of resources that can respond quickly to electronic dispatch instructions will realize the majority of market efficiency gains due to the aligned settlement of five-minute profiled MWh intervals and five-minute energy and reserve pricing.
      • A new dispatch lost-opportunity cost (dispatch LOC) Net Commitment Period Compensation (NCPC) calculation is available to owners of online resources that are not providing regulation or postured during the interval.
      • Lead market participants submitting external transactions at the Roseton node converted from a fifteen-minute settlement to the five-minute settlement. Fifteen-minute interval scheduling did not change but it is reported as three five-minute intervals.
      • Beginning December 1, 2017 the regulation capacity and regulation service settlement converted to the five-minute settlement interval.

      The first phase of the project was schedule to be released concurrently with the Real-Time Fast Start Pricing Project and Market Enhancements for DARD Pumps (MEP) Project.
